The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of a Management and Program Analyst. This position is located in the Office of the Chief Financial Officer (OCFO), Office of Tax and Revenue (OTR), Real Property Tax Administration (RPTA).
Duties include, but are not limited to:
Providing operational support to the Real Property Tax Administration, including assisting and advising the Director of the administration of all real property tax laws, property tax valuation, classification, etc.
Assisting with budget and training, and continuous improvement efforts
Planning and supporting risk management efforts, internal and external audits, and annual closing requirements for the administration
Assisting with the planning, organizing, and support of critical activities and engagements of RPTA programs
Assisting with the review and development of the policies and procedures manuals for RPTA
Assisting the Director with planning and organizing the annual (semi-annual) billing of all real property tax and receivables
Performing other related duties as assigned
Minimum Qualifications: Four (4) years of progressive work experience providing operational and administrative support; advising on real property tax laws, property valuation, classification, exemptions, billings, tax sales and mapping for real property parcels; assisting with annual closing report requirements and external audits; assisting with the development of short and long range goals; preparing budgets; prior experience responding to high-level officials for requests for information; meeting with property owners and/or their representatives regarding assessments or billing inquiries and related issues.
