Commercial Real Estate Appraiser

The St. Lucie County Property Appraiser is seeking an experienced, self-motivated commercial appraiser with excellent organizational and analytical skills to join our team in the annual valuation of improved and unimproved commercial property for tax assessment purposes.  As a team member you will apply your knowledge of standard Appraisal Theory and Techniques in performance of value estimation utilizing Single Property and Mass Appraisal Techniques.  Typical duties and responsibilities of this position are listed below.

• Inspects, classifies and appraises vacant and improved commercial, industrial, institutional and multifamily properties.
• Qualifies sales and correctly applies the Florida Department of Revenue Real Property Transfer Qualification Codes.
• Use online sales tools such as MLS, CoStar, SunBiz and other similar data resources.
• Contacts grantors, grantees, attorneys, title companies, brokers, closing agents and other parties to sale for purposes of qualification and verification.
• Documents and reconciles property sales data for model calibration and ratio study purposes.
• Performs commercial real estate research including collection of comparable sales data, income and expense data, and market derived capitalization rates, as well as studying market trends to make supportable valuation change recommendations to Commercial Manager.
• Reconstructs income and expense statements and abides by confidentiality obligations.
• Creates, manages and assists in the maintenance and updating of Income Models in the CAMA (computer assisted mass appraisal) system.
• Discusses assessments with property owners and/or their representatives and makes value recommendations to Commercial Manager.
• Prepares for and presents evidence and testimony at Value Adjustment Board hearings, depositions and legal proceedings.
• Prepares and presents valuation estimates for meetings with Department of Revenue staff during in-depth audits.
• Maintains property records in CAMA system, makes revisions as necessary and ensures property record is correct with regard to land, improvements and capitalization summary and income detail.
